James William “Bill” Lincoln, 81, of Connellsville, passed away Sunday, Dec. 19, 2021, after a long courageous battle with Parkinson’s Disease.

He was born Oct. 27, 1940, in Lemont Furnace, a son of the late Phillip and Catherine Lincoln.

Bill graduated from Connellsville Joint High School in 1958.

Upon graduation, he was employed as a shoe salesman for Raub Shoe Store. He also delivered milk for Country Belle Dairy. Bill attended Penn State University. He then ran for District judge and successfully served two terms. Bill was then elected to the Pennsylvania House of Representatives from 1973- 1978, then to the Pennsylvania Senate from 1979-1994, and served as a Senate Minority Whip from 1985-1992. From 1992-1994 Bill severed as Senate Majority Leader. Bill also held the position as; Chairman of the Democratic State Committee from 1991- 1995, delegate to Democratic National Convention, appointed to Legislative National Budget 1979-1982, appointed to Joint Legislative Air and Water Pollution Control and Conservation Committee 1981-1992. From 1981-1994 Bill held the position as Legislative Audit Advisor Committee. From 1985-1994 Bill was appointed to Joint State Government Commission. Gubernatorial Appointee to PA Turnpike Commission as Commissioner and Secretary/ Treasurer and State Transportation Board 2004-2013.

Bill was inducted into Falcon Foundation Hall of Fame Inaugural Class of 2010. In 1998 at age 58, Bill was diagnosed with Parkinson’s Disease, so for 23 years he dealt with it. Parkinson’s has no cure but can be somewhat controlled. In October 2007, Bill underwent Deep Brain Stimulation, which was a miracle and allowed him to do a lot for a lot longer. You don’t die from Parkinson’s, you die with it. A lot of things can have negative effects on a person, like infections, other illnesses and emotional stress. But he had a good 20 more years of working and traveling and doing things he enjoyed.

Bill loved to golf, play cards with his buddies, eat spaghetti and sushi, and attend events. Most of all, Bill loved traveling with his wife, Kathy.

Bill is survived by his wife Kathy (Colborn) Lincoln, whom he married on Dec. 8, 2007, and just celebrated their 14th wedding anniversary. Bill is also survived by four sons; James William Lincoln Jr. and wife Zoe of Pittsburgh, Eric Lincoln and daughters Erica and Emma of Allentown, Jerry Lincoln of Dunbar, and Greg Lincoln and wife Leigh Ann and children Gregory and Amelia, siblings; Patricia Basinger of Connellsville, Alice Gayle and Bill McWilliams of Dunbar, Phillip Randall and Ceane O’Hanlon-Lincoln of Connellsville and Glenda Piccioni of Dunbar.

Friends will be received in the VITO C. MARTUCCI FUNERAL HOME, 123 S. 1st St., West Side, Connellsville (724) 628-9033 on Thursday from 1-8 p.m., the time of service with Pastor Dave McElroy officiating. Interment will be private.
